Incoming passengers (Iranians and foreigners) entering Iran from abroad or from free trade and industrial zones, are allowed to release, in addition to traveling and personal effects, once a year, goods worth up to 150,000 rials, as listed hereunder, with exemption from customs duties and commercial benefits and in later arrivals up to the same value 150,000 rials worth, but without tax exemption. The condition required for the release of these goods (new or second hand) is that they are not religiously and/or legally prohibited, and are not of commercial interest.
List of admissible goods:
1. One laptop or notebook computer carried by the passenger is considered part of the passenger’s personal effects.
2. Household goods, operating by electricity, gas or oil, whether they require being installed at a specific location, or portable.
3. Pieces, spare parts and accessories of the equipment referred to under item 2 above.
4. Pieces, spare parts and accessories of cars, motor cycles and bicycles.
5. Household goods and table ware.
6. Personal effects, pieces and spare parts and requirements thereof.
7. Bags and suitcases.
8. Clothes, cases, shoes.
9. Fabrics.
10. Foodstuffs, including candies, chocolate, bonbons, fruit-juice and non-alcoholic beverages.
11. Healthcare goods, including tooth paste, tooth brush, perfume, eau de cologne, etc.
12. Cosmetics,
13. Materials and devices for smoking (the authorized kind).
14. Laptop or notebook computer and its accessaries
15. Sports equipment and accessaries
16. Stationery
17. Bicycles and tricycles
18. Artificial flowers
19. Air gun
20. Machine made rugs
21. Hand tools, both electrical and otherwise.
22. Newspapers, magazines, books, calendars, photo albums and other printed materials.
23. Toys
24. Trinkets
Furthermore, in case the luggage of the incoming passengers include refrigerators, fridge - freezers, freezers, coolers, washing machines, dish washers, gas cookers, televisions, videos, video cameras, and crockery, customs duties double trade tariffs must be paid for clearance. Goods of commercial interest, or goods not included in the list may not be released on application of passenger facilities. The passenger may take the goods out of the country within four months , or release them by fulfilling formalities and regulations governing commercial goods.
Goods can only be cleared under passenger facilities if There are brought to the country by the passenger or were delivered by the passenger himself, to transport or shipping companies, during his stay abroad, where a bill of lauding was received. Such goods must either reach Iran within a month prior to the arrival of the passenger or a month after his/her arrival. Otherwise they may not be released under the provisions of the foregoing facilities.

• Narcotics
• Alcoholic beverages
• Gambling and debauchery paraphernalia
• Transmitters (Walkie-Talkie)
Importation of used household goods and personal effects:
Importation of used household goods and used personal effects by passengers is not authorized unless they are the personal effects of Iranians who have been residing abroad for at least one year and have not been back during the last six months of their stay. Used household paraphernalia and used personal effects of foreign citizens who arrive in Iran to stay may be released provided that they have been transported from the passenger’s homeland and arrive at the Customs from one month prior to the passenger’s arrival to nine months thereafter, and suit to the passenger’s appearance and social standing, and are not of commercial interest.
Compliance with other terms and conditions stated in paragraph 6 of Article 37 of the Customs Affairs Law is mandatory.
Regulations concerning exportation and importation of golden and silver ornaments and precious stones:
1. Exportation of golden ornaments up to 150 grams is permissible. Precious stones should not exceed one carat.
2. Exportation of silver ware up to 3 Kilogram is permissible, provided that they are not antiques.
3. Importation of ornaments within personal status is permissible; more than that would require previous permission from the Central Bank.
Regulations Governing Foreign Currencies and Rials
1. Importations of foreign currencies in any amount is free.
2. Exportation of foreign currencies in the form of bank notes and travellers cheque is authorized up to US dollars 1,000 or equivalent thereto in other currencies by the bearer of passport, and for each companion (in the case of group passport) up to US dollars 500 excess thereto is permissible in the form of bank cheque or draft drawn by the banking system.
3. Exportation and importation of rials is permissible up to Rls. 200,000.
4. Importation and exportation of Syrian Pounds, Arabian Rials, Emirates Dirhams, Iraqi Dinars, Lebanese and Afghan Pounds are prohibited by passengers and commercially. In case a passenger has them with him at the time of entry, an exchange declaration must be filled to prevent difficulties on exit.
Freight
Passengers may take their baggage and effects with them or send them by freight. To freight his/her luggage a passenger must refer to authorized customs holding his/her passport and a confirmed ticket.
Notice
Exportation of goods in cans and boxes which do not allow inspection and evaluation, such as canned foodstuff is not permissible.
